Integrity and high standards of professional conduct are crucial for the independence and reputation of the SJU. More-over, the SJU is a public-private partnership financed by EC funds, which means that Rules applicable to public funds also apply at SJU. Understandably, the public, press and politics are closely watching if members involved in spending the public money protect the general interests the public.

The SJU considers that integrity of decision-making is a crucial element of sound governance and puts everything in place to ensure that the activities of the SJU are carried out with complete independence. Our rules state that a conflict of interest may occur when a member of the public could reasonably think that an interest could influence or bias the judgement of the participant concerned. We consider for example that one aspect of integrity is to demonstrate that members of SJU bodies act for the good of the Joint Undertaking by declaring any interests they might have so that they can be identified, managed and resolved appropriately in a transparent way.

The SJU demonstrated its commitment in this vital area of governance from the start by adopting in 2008 a Decision on confidentiality, independence and management of conflict of interest of the bodies and staff members of the SJU. The purpose of this decision is to define the concept of conflict of interest and lay down practical arrangements and proportionate measures for avoiding or managing apparent, potential and real conflict of interest of the bodies of the SJU. (link). This decision was updated in 2012 in order to make sure that measures in place are consistent with those prevailing in other European Institutions. Additionally, earlier this year, a Code of Conduct for the SJU’s Administrative Board members was adopted.

The SJU makes sure that these measures are implemented, monitored and audited on a regular basis. The general awareness, appreciation, and understanding of rules in this area are encouraged in order to protect both the organisation and the individuals working for the bodies of the SJU.
