In 2011, the SJU performed a first re-allocation of resources for the SESAR Programme activities. As a result of this re-allocation, the proposals submitted in the framework of IBAFO I and II were reviewed.
The 2013 Re-allocation goes far beyond the previous exercise and aims to drive the Programme activities until 2016. While refinement will still be possible, the Re-allocation and complementing IBAFO III activities will refocus the Programme towards the Strategic Priority Business Needs stemming from the European ATM Master Plan 2012. More specifically, the Re-allocation 2013 objectives can be summarized as follows:
- To maximise the use of resources available within the Programme and of the maximum amount of SJU co-financing;
- To focus the Programme’s activities on the European ATM Master Plan “Key Features”, the SESAR Release Strategy and SESAR Step 1;
- To get a final commitment of resources from each Member for the achievement of the Programme,
- To contribute to the Pilot Common Project (“PCP”) and future Common Projects (“CPs”), and;
- To ensure that the SJU co-financing, which is identified as not to be used by the Members by 2016, is released back to the SJU sufficiently on time to allow for its use to cover other Programme activities such as under IBAFO III below or other activities already included in the European ATM Master Plan and the SJU Annual Work Plans.
While the Re-allocation 2013 will be in the context of the existing Projects, the launch of IBAFO III will complement the current activities with new Projects already identified in the context of the SESAR Programme definition. This will provide the opportunity for Members to enhance existing activities with “top up Projects” which shall contribute to further strengthen the maturity of the Programme results.
The procedure launched on 31 May and is expected to be concluded by the SJU by year end with a decision of the Administrative Board and the necessary amendments of the Membership Agreements and Multilateral Framework Agreements.
