With its recently adopted Communication, the European Commission paves the way for the timely and coordinated deployment of SESAR. In the Communication, the Commission proposes to establish governance and incentive mechanisms to implement SESAR procedures and technologies; it says that only the timely deployment of SESAR through synchronisation and coordination will achieve the Single European Sky performance objectives and overall benefits expected from ATM modernisation.
The Communication also acknowledges the need for ATM research beyond the SESAR Joint Undertaking’s original mandate until end of 2016. As SESAR deployment will spread over many years, the European Commission underlines that ATM research and development need to remain closely interrelated with deployment and that the necessary technological reactivity required by an evolving operational environment needs to be assured. Therefore, the Commission will carry out the necessary evaluation and consultations with a view to submitting a relevant proposal before 2013 in view of extending the SJU's mandate.
