The project aims to make the first move towards a virtual ATM environment, shifting from location-based systems to service-oriented, location-independent setups. EXODUS is demonstrating the viability of a common system for members of the COOPANS Alliance based on a virtual centre (VC) model that geographically separates the ATM data service provider (ADSP) from the location of the  air traffic service unit (ATSU). The goal is to prove the operational and business viability of a future common COOPANS operating model based two SESAR Solutions on the rationalisation of infrastructure (PJ.16-03) and delegation of ATM services (PJ.10-W2-93A) for test and training including supervisory positions. 


The project will prove this concept by creating a shared environment for COOPANS, including two central data centres and various workstations for controllers and pilots at each of the six member sites in Austria, Croatia, Denmark, Ireland, Portugal, and Sweden. The goal is to show that this setup is both operationally and financially viable, paving the way for a future shared COOPANS model. All partners will install necessary components, connect through a shared network, and work together under a common leader.


EXODUS uses a “Y” architecture, allowing two separate air traffic service units, ATSUs, to work together through a single virtual centre. In this configuration, the receiving units receive ATM data from the delegating unit without disrupting their service. This centre enables one service provider to offer ATM data services to multiple ATSUs, making ATM services easier to manage. This approach shifts from location-based systems to service-oriented and virtual systems.


EXODUS expects also to identify necessary legal and organisational changes for a future deployment project as well as needed investments to enhance air traffic control, ATC, tools beyond a single ANSP’s area and how to treat state sovereignty and independence, and sensitive data handling requirements.
