Low-cost integration of smaller airports into the network

Airports can be integrated into the air traffic management network by departure planning information (DPI) messages to the Network Manager. Large airports can implement airport collaborative decision making (A-CDM), which improves the information exchange with the network manager (NM) by sharing the status and time estimates of their outbound flights. On top of A-CDM, they can implement the advanced network integrated airport (ANI) solution, where the interaction with NM is extended with data exchange for inbound flights, (Arrival Planning Information (API) messages) airside capacity updates, meteorological data changes, in order to contribute to the Network Operations Plan. Smaller airports can implement the advanced ATC tower concept, allowing them to send a DPI message to the Network Manager when an aircraft leaves the blocks. Regional airports may not be ready to invest in the full A-CDM or ANI suite but are willing to share more than what is offered by the advanced ATC tower concept with the Network Manager. These airports can benefit from a fourth solution that uses a reduced set of event-driven – rather than time-driven - turnaround milestones to deliver quasi-automatic messages to the network, reducing the need for airline/ground handler inputs compared to A-CDM. The solution offers the possibility to share the full set of DPI messages with the Network Manager, at the same level of quality as A-CDM airports.

Regional airports have an impact on the network and the sharing of accurate estimates of take-off times for flights from such airports could bring network performance benefits as a result of enhanced traffic predictability and reduced need for sector capacity ‘buffers’.

The connected regional airports solution improves the efficiency of the turnaround process at the airport as a result of the process of information sharing, with CDM partners able to access key milestones for each flight. The concept provides regional airports with an affordable means of achieving the Network Manager accuracy criteria.
