The Funding and tender opportunities portal is the single-entry point for all interactions with the EU research and innovation programmes. All information on the SESAR 3 JU calls is published on the portal, and it is also the unique gateway to submitting your project proposal.

Rules for participation
SESAR 3 JU operates under the Horizon Europe rules for participation, set out in Regulation (EU) No 2021/695 of the European Parliament and of the Council of 28 April 2021.
The JU applies the principles of openness, transparency and excellence. The best proposals – evaluated by independent experts – are selected for funding within the budget limits of the call.
Who can apply?
Stakeholders from across the aviation and research ecosystem are encouraged to apply, from airports, airlines, air navigation service providers, to manufacturers, data specialists and research organisations. Our calls are open to any legal entity eligible to participate, be it private or public, for-profit or not-for-profit organisations, established in a Member States or Associated Country.

Main steps
The Horizon Europe online manual provides a detailed step-by-step guide for applicants.
- Select the call topic for your application and read carefully all the documentation provided.
- Find project partners for your proposal and build a consortium.
- Create an EU login account on the Funding & tender opportunities portal. You can use your existing account. You will submit the proposal using this account.
- Check if all organisations of your consortium have a 9-digit Participant Identification Code (PIC). If not, register them on the Funding & tender opportunities portal. All organizations applying for funding must have a PIC.
- Draft your project proposal in the submission service section of your topic page. Follow the requirements detailed in the topic text to draft your proposal and submit the proposal before the call deadline.
Selection
SESAR 3 JU is responsible for conducting the evaluation of project proposals submitted for the call with the help of independent experts. Independent external observers monitor the evaluation process.
Proposals are evaluated according to the award criteria described in the bi-annual work programme (BAWP) :
- Scientific excellence
- Expected outcomes and impact
- Quality and efficiency of the implementation
From call to project
SESAR 3 JU selects for funding the proposals with the highest scores, within the call budget. The selected proposal consortia are invited to prepare the grant agreement.

If the grant agreement preparation process is successful, grant agreement signature and launch of the project follow.
Apply as an expert
Are you an expert in the air traffic management field but are not planning to submit a proposal nor to provide consultancy services to submitting entities? Consider expressing your interest as an evaluator to help the SESAR 3 JU select the best proposals in future calls:
- Create or update your profile via the European Commission’s Funding & tenders portal.
- E-mail [email protected], mentioning your expert profile number (format EX…).

- The Horizon Results Platform is a free online space where you can publicise the project’s key exploitable results to your target audiences.
- The Horizon Results Booster offers free consulting services to step up your project dissemination and exploitation efforts. These services include creating a results portfolio, drafting and implementing a common dissemination strategy for a cluster of projects, improving the exploitation plan, supporting the development of a business plan, and coaching on market activities.
- The Horizon Standardisation Booster allows ongoing or complete H2020 and Horizon Europe projects to apply for practical guidance to assess the standardisation readiness of project results and match them up with standardisation experts to guide the project on how these results can feed into standardisation working groups or technical committees.
