The growth in type and capability of cooperative and non-cooperative surveillance systems is helping to deliver increasingly cost-effective and versatile airspace and airport surveillance. This is supported by new standards, such as GEN-SUR-SPR developed by EUROCAE WG-102 and ESASSP developed by EUROCONTROL surveillance standard task force (SSTF), which promote a top-down, performance-based approach to the provision of surveillance services.
SESAR aims to develop and harmonise the performance monitoring tools used to assess standards compliance. This represents an evolution from technology-driven standards to a safety-oriented approach that is technology agnostic. SESAR research aims to provide guidance and key performance indicators designed to assess the quality of surveillance data, and investigate new technics based on non-intrusive online performance assessments and interactions with the surveillance chain.
The objective of this solution is to ensure that the interfaces between the sensors and subsequent processing stages - in this case the multi-sensor trackers - are correct and fit for purpose. The two main components are:
- to adapt multi-sensor tracker systems for the new input data characteristics, especially multi-static primary surveillance radar (MSPSR) and ADS-B data sourced from satellites.
- to improve the multi-sensor data fusion.
This SESAR solution has developed a performance-based data fusion based on an advanced monitoring of the tracker coherence.
